Richard Sosa Named Finance Director of Jefferson County Public Library

Jefferson County Public Library announced today that Richard Sosa has been named director of budget and finance for the Library, effective July 5. In this position, Sosa is charged with long-range strategic financial management and budget development for the Library; in addition, he will supervise a team of five finance professionals, oversee daily finance operations, and serve as a member of the Library’s Senior Management Team.

“We’re thrilled to have Richard join the JCPL team,” said Pam Nissler, executive director, JCPL.
“With the recent voter-approved increase in the Library’s mill levy, we have an ambitious ten-year plan in place to deliver on our promises to Jeffco residents. We believe Richard’s deep experience in finance, strategic planning and budgeting and governmental accounting and auditing will help us to execute that plan and put JCPL back on a path to excellence, while ensuring effective stewardship of taxpayer dollars,” she added.

Sosa brings more than 22 years of broad experience in governmental finance and accounting to JCPL. Prior to joining JCPL, he served as controller and fiscal partner with the State of Colorado’s Governor’s Office of Information Technology. From 2011 to 2013, he served as a division finance director with Boulder County. Prior to that, he held positions as director of finance and planning at Denver Public Library (DPL) and financial administrator for the Cell Developmental Biology division at the CU School of Medicine.

Sosa holds Master’s Degrees in Public Administration Finance Policy and Urban and Regional Planning from the University of Colorado, Denver. He is a certified governmental finance manager, certified public housing manager, AICP certified planner and ITIL certified IT manager. In addition, he has served on the City of Boulder’s Planning Commission and worked closely with developers and builders through city partnership and development incentives to improve housing options for elderly and lower income families.

Sosa replaces Gloria Overholt, who is retiring from JCPL effective July 23.
